Award Participation Statistics

Is it possible to encourage more (or less) participation in your awards? Oh yes. Neil Clarke has been reading the new Locus in which there are some interesting statistics.
In 2008 the Locus Awards received 1,012 ballots, compared to 483 nominating ballots in the Hugos. In 2009 participation in the Locus Awards dropped to 662 while the number of Hugo nominators rose to 799.
