You have to be alive, and very famous.

Winner receives
Everlasting glory, and membership of an even more exclusive club than the Science Fiction Hall of Fame. Also a trophy that looks a bit like the Nebula.
Submissions method
None. If the jury don’t know who you are then you are, by definition, not eligible.
